Carnival Cruise Ship Hit With First Lawsuit

The first lawsuit against Carnival Cruise Lines has been filed and it is expected to be the beginning of a wave of lawsuits against the ship's owners.

Cassie Terry, 25, of Brazoria County, Texas, filed a lawsuit today in Miami federal court, calling the disabled Triumph cruise ship "a floating hell."

"Plaintiff was forced to endure unbearable and horrendous odors on the filthy and disabled vessel, and wade through human feces in order to reach food lines where the wait was counted in hours, only to receive rations of spoiled food," according to the lawsuit, obtained by ABCNews.com. "Plaintiff was forced to subsist for days in a floating toilet, a floating Petri dish, a floating hell."

The filing also said that during the "horrifying and excruciating tow back to the United States," the ship tilted several times "causing human waste to spill out of non-functioning toilets, flood across the vessel's floors and halls, and drip down the vessel's walls."

Terry's attorney Brent Allison told ABCNews.com that Terry knew she wanted to sue before she even got off the boat. When she was able to reach her husband, she told her husband and he contacted the attorneys.

Allison said Terry is thankful to be home with her husband, but is not feeling well and is going to a doctor.

"She's nauseated and actually has a fever," Allison said.

Terry is suing for breach of maritime contract, negligence, negligent misrepresentation and fraud as a result of the "unseaworthy, unsafe, unsanitary, and generally despicable conditions" on the crippled cruise ship.

"Plaintiff feared for her life and safety, under constant threat of contracting serious illness by the raw sewage filling the vessel, and suffering actual or some bodily injury," the lawsuit says.

Despite having their feet back on solid ground and making their way home, many passengers from the cruise ship are still fuming over their five days of squalor on the stricken ship and the cruise ship company is likely to be hit with a wave of lawsuits.

"I think people are going to file suits and rightly so," maritime trial attorney John Hickey told ABCNews.com. "I think, frankly, that the conduct of Carnival has been outrageous from the get-go."

Hickey, a Miami-based attorney, said his firm has already received "quite a few" inquiries from passengers who just got off the ship early this morning.

"What you have here is a) negligence on the part of Carnival and b) you have them, the passengers, being exposed to the risk of actual physical injury," Hickey said.

The attorney said that whether passengers can recover monetary compensation will depend on maritime law and the 15-pages of legal "gobbledygook," as Hickey described it, that passengers signed before boarding, but "nobody really agrees to."

One of the ticket conditions is that class action lawsuits are not allowed, but Hickey said there is a possibility that could be voided when all the conditions of the situation are taken into account.

One of the passengers already thinking about legal action is Tammy Hilley, a mother of two, who was on a girl's getaway with her two friends when a fire in the ship's engine room disabled the vessel's propulsion system and knocked out most of its power.

"I think that's a direction that our families will talk about, consider and see what's right for us," Hilley told "Good Morning America" when asked if she would be seeking legal action.

Passengers Start to Get Off Disabled Cruise Ship

The ordeal of the disabled Carnival Triumph cruise ship carrying 4,000 passengers and crew appeared to be almost over, with people starting to disembark in Mobile, Ala., after days at sea without power in often squalid conditions.

After the ship arrived at port around 9:30 p.m. local time (10:30 p.m. ET), Carnival president and CEO Gerry Cahill praised the ship's crew and told reporters that he was headed on board to apologize directly to its passengers.

Passengers appeared to begin disembarking around 10:15 p.m. CT (11:15 p.m. ET).

The Carnival Triumph departed Galveston, Texas, Thursday and lost power Sunday after a fire in the engine room disabled the vessel's propulsion system and knocked out most of its power.

After power went out, passengers texted ABC News that sewage was seeping down the walls from burst plumbing pipes, carpets were wet with urine, and food was in short supply. Reports surfaced of elderly passengers running out of critical heart medicine and others on board squabbling over scarce food.

"I know the conditions on board were very poor," Cahill said. "I know it was very difficult, and I want to apologize again for subjecting our guests for that. ... Clearly, we failed in this particular case."

It could take up to five hours to get everybody off the huge ship.

"Inside the terminal, there's also warm food available," said Terry Thornton, Carnival's senior vice president of marketing. "There are blankets, there are cell phones and refreshments available for the guests that need that or want that assistance.

Passengers will have the options of boarding buses to Houston or Galveston, Texas, about seven hours away, or New Orleans, about two hours away, officials said.

"We have gotten our guests back to land," Cahill said. "Now, we need to get them home. ... The full resources of Carnival are working from here to get them home as quickly as we possibly can."

At an earlier news conference this afternoon, Thornton said that anyone with special needs and children will be the first to get off the boat. He said the company's No. 1 priority is to make the process as "quick, efficient and comfortable" for guests as possible.

"There are some limitations. We know that up front," Thornton said. "The ship still does not have power. We only have one functioning elevator aboard."

The passengers were achingly close to port about noon today as the ship began to enter the channel and proceed to the cruise terminal. At 1 p.m., the lead tow boat had a tow gear break, so a spare tug boat that was on standby had to be sent in to replace it.

But once the second tug was in position and the lines were re-set, the towing resumed only briefly before the tow line snapped.

"We had to replace that tow line, so the ship did not begin progressing back into the cruise terminal until 2 p.m.," Thornton said

Passengers desperate to get off the vessel waved at media helicopters that flew out to film the ship and passenger Rob Mowlam told ABCNews.com by phone today that most of the passengers on board were "really upbeat and positive."

Nevertheless, when he gets off Mowlam said, "I will probably flush the toilet 10 times just because I can."

Mowlam, 37, got married on board the Triumph Friday and said he and his wife, Stephanie Stevenson, 27, haven't yet thought of redoing the honeymoon other than to say, "It won't be a cruise."

Alabama State Port Authority Director Jimmy Lyons said that with powerless "dead ships" like the Triumph, it is usually safer to bring them in during daylight hours, but, "Once they make the initial effort to come into the channel, there's no turning back."

"There are issues regarding coming into the ship channel and docking at night because the ship has no power and there's safety issues there," Richard Tillman of the Mobile Bay Convention and Visitors Bureau told ABCNews.com.

When asked if the ship could be disembarked in the dark of night, Tillman said, "It is not advised. It would be very unusual."

Thornton denied the rumors that there was a fatality on the ship. He said that there was one illness early on, a dialysis patient, but that passenger was removed from the vessel and transferred to a medical facility.

The U.S. Coast Guard was assisting and there were multiple generators on board. Customs officials were to board the ship while it was being piloted to port to accelerate the embarkation, officials said.

Dorner Not IDed, But Manhunt Considered Over

Though they have not yet identified burned remains found at the scene of Tuesday's fiery, armed standoff, San Bernardino, Calif., officials consider the manhunt over for Christopher Dorner, the fugitive ex-cop accused of going on a killing spree.

"The events that occurred yesterday in the Big Bear area brought to close an extensive manhunt," San Bernardino County Sheriff John McMahon told reporters this evening.

"I cannot absolutely, positively confirm it was him," he added.

However, he noted the physical description of the suspect authorities pursued to a cabin at the standoff scene, as well as the suspect's behavior during the chase and standoff, matched Dorner, 33.

The charred remains of the body believed to be Dorner were removed from the cabin high in the San Bernardino Mountains near Big Bear, Calif., the apparent site of Dorner's last stand. Cornered inside the mountain cabin Tuesday, the suspect shot at cops, killing one deputy and wounding another, before the building was consumed by flames.

"We did not intentionally burn down that cabin to get Mr. Dorner out," McMahon said tonight, though he noted pyrotechnic canisters known as "burners" were fired into the cabin during a tear gas assault in an effort to flush out Dorner. The canisters generate high temperatures, he added.

The deputies wounded in the firefight were airlifted to a nearby hospital, where one died, police said.

The deceased deputy was identified tonight as Det. Jeremiah MacKay, 35, a 15-year veteran and the father of two children -- a daughter, 7, and son, 4 months old.

"Our department is grieving from this event," McMahon said. "It is a terrible deal for all of us."

The Associated Press quoted MacKay on the Dorner dragnet Tuesday, noting that he had been on patrol since 5 a.m. Saturday.

"This one you just never know if the guy's going to pop out, or where he's going to pop out," MacKay said. "We're hoping this comes to a close without more casualties. The best thing would be for him to give up."

The wounded deputy, identified as Alex Collins, was undergoing multiple surgeries for his wounds at a hospital, McMahon said, but was expected to make a full recovery.

Before the final standoff, Dorner was apparently holed up in a snow-covered cabin in the California mountains just steps from where police had set up a command post and held press conferences during a five-day manhunt.

The manhunt for Dorner, one of the biggest in recent memory, led police to follow clues across the West and into Mexico, but it ended just miles from where Dorner's trail went cold last week.

Residents of the area were relieved today that after a week of heightened police presence and fear that Dorner was likely dead.

"I'm glad no one else can get hurt and they caught him. I'm happy they caught the bad guy," said Ashley King, a waitress in the nearby town of Angelus Oaks, Calif.

Hundreds of cops scoured the mountains near Big Bear, a resort area in Southern California, since last Thursday using bloodhounds and thermal-imaging technology mounted to helicopters, in the search for Dorner. The former police officer and Navy marksman was suspected to be the person who killed a cop and cop's daughter and issued a "manifesto" declaring he was bent on revenge and pledging to kill dozens of LAPD cops and their family members.

But it now appears that Dorner never left the area, and may have hid out in an unoccupied cabin just steps from where cops had set up a command center.

Pursuing an aggressive and diverse early second-term agenda, President Obama turned his focus Tuesday night squarely to the economy, using his State of the Union address to unveil new government initiatives aimed at creating jobs.

The defining duty of the new Congress and new administration is to "reignite the true engine of America's economic growth -- a rising, thriving middle class," Obama said Tuesday night from the House chamber.

"That must be the North Star that guides our efforts," he said.

Obama's proposals had a familiar ring, including re-packaged economic ideas but also offering several bold new measures aimed at boosting the middle class.

None of the proposals would add to the deficit "by a single dime," Obama pledged, with costs offset by savings carved out in the budget and from money saved from ending two wars.

"It's not a bigger government we need, but a smarter government that sets priorities and invests in broad-based growth," Obama said.

For the first time as president, Obama called for raising the minimum wage from $7.25 to $9.00 an hour by 2015. He proposed to ensure future increases by indexing the minimum wage to inflation.

He proposed a national goal of universal pre-school education, an effort to help states provide tens of thousands of low- to middle-income four-year-old children access to quality public education from an earlier age.

And, to heal the nation's crumbling roads and bridges, Obama offered a $50 billion "fix it first" infrastructure program that would prioritize repair of existing structures before building new ones.

"Every day, we should ask ourselves three questions as a nation," Obama said. "How do we attract more jobs to our shores? How do we equip our people with the skills needed to do those jobs? And how do we make sure that hard work leads to a decent living?"

Answers to those questions, the president suggested, include redoubling investments in clean energy technologies -- a step which he said would both benefit the environment and reduce U.S. dependence on foreign oil.

"For the sake of our children and our future, we must do more to combat climate change," he said.

He called for doubling the amount of renewable electricity generation in the U.S. by 2020, and announced an energy version of his "Race to the Top" education program that would give states grants for the best energy efficiency programs.

In tandem with his economic focus, Obama announced the withdrawal of 34,000 U.S. troops from Afghanistan by this time next year, cutting in half the current force and marking a quickened pace for the final exit of U.S. combat forces by a 2014 deadline.

There are currently 66,000 U.S. troops serving in Afghanistan. Obama has vowed to bring nearly all of them home by the end of next year, though a small contingent will likely remain to train Afghan forces and assist counterterrorism operations, officials have said.

Obama touched briefly on his recently-unveiled proposals to overhaul the nation's immigration system, expand rights for gay and lesbian Americans and curb an epidemic of gun violence.

With dozens of victims of gun violence looking on from the House gallery, including former Rep. Gabby Giffords, and families of victims from shootings at Newtown, Conn., Oak Creek, Wisc., and Aurora, Colo., Obama made an emotional plea for an up-or-down vote on his gun control plan.

"Each of these proposals deserves a vote in Congress," he said of proposed restrictions on assault-style weapons and high capacity magazines, and enhanced background checks, among other measures.

"If you want to vote no, that's your choice," he said. "But these proposals deserve a vote. Because in the two months since Newtown, more than a thousand birthdays, graduations and anniversaries have been stolen from our lives by a bullet from a gun."

North Korean Tremor Raises Fear of Nuke Test

A large tremor measured at magnitude 4.9 was detected in North Korea and governments in the region scrambled to determine whether it was a nuclear test that the North Korean regime has vowed to carry out despite international protests.

Japan's prime minister has called an urgent security meeting, according to chief government spokesman Yoshihide Suga, and South Korea raised its military alert level, the AP reported.

Suspicions were aroused when the U.S. Geological Survey said it had detected a magnitude 4.9 earthquake Tuesday in North Korea.

The Comprehensive Test Ban Treaty Organization told ABC News, "We confirm that a suspicious seismic event has taken place in North Korea." The agency said it was trying to confirm the nature of the tremor.

North Korea Threatens More Nuclear Tests, Warns U.S. Watch Video

"The event shows clear explosion-like characteristics and its location is roughly congruent with the 2006 and 2009 DPRK (North Korea) nuclear tests," said Tibor Toth, executive secretary of the organization.

"If confirmed as a nuclear test, this act would constitute a clear threat to international peace and security, and challenges efforts made to strengthen global nuclear disarmament and non-proliferation," Toth said in a statement on the organization's web site.

Kim Min-seok, a South Korean Defense Ministry spokesman, told reporters that North Korea informed United States and China that it intended to carry out another nuclear test, according to the AP. But U.S. officials did not respond to calls from ABC News Monday night.

North Korea threatened in January to carry out a "higher-level" test following the successful Dec. 12 launch of a long range rocket. At the time, North Korea's leader Kim Jong-Un said his country's weapons tests were specifically targeting the United States.

The suspicious tremor comes just hours before President Obama is to give the State of the Union address, and it marks the first diplomatic test in the region for new Secretary of State John Kerry.

China, North Korea's main ally in the region, has warned North Korea it would cut back severely needed food assistance if it carried out a test. Each year China donates approximately half of the food North Korea lacks to feed its people and half of all oil the country consumes.

Possible Dorner Sighting Leads to Store Evacuation

A Northridge, Calif., home improvement store was evacuated tonight because of a possible sighting of suspected cop-killer Christopher Dorner, just hours after police announced a $1 million reward for information leading to his arrest.

As helicopters hovered overhead and a command center was established, police searched the Lowe's store and eventually told shoppers they could leave, but could not take their cars out of the parking lot.

LAPD spokesman Gus Villanueva said the major response to the possible sighting was a precaution, but couldn't say whether Dorner was in the area.

The announcement of the $1 million reward today came as authorities in Big Bear, Calif., scaled back their search for Dorner, the disgruntled ex-cop who is suspected in three revenge killings.

"This is the largest local reward ever offered, to our knowledge," Los Angeles Police Chief Charlie Beck said at a news conference today. "This is an act of domestic terrorism. This is a man who has targeted those that we entrust to protect the public. His actions cannot go unanswered."

The money for the reward was pooled by businesses, government, local law enforcement leaders and individual donors, Beck said.

The reward comes on the fourth day of a manhunt for Dorner, who has left Southern California on edge after he allegedly went on a killing spree last week to avenge his firing from the police force. Dorner's threats have prompted the LAPD to provide more than 50 law enforcement families with security and surveillance detail, Beck said.

Authorities are chasing leads, however they declined to say where in order to not impede the investigation.

Dorner's burned-out truck was found Thursday near Big Bear Lake, a popular skiing destination located 80 miles northeast of Los Angeles.

Investigators found two AR-15 assault rifles in the burned-out truck Dorner abandoned, sources told ABC News.

The truck had a broken axle, which may be the reason he decided to set fire to it, the police sources said.

Officers have spent the past couple of days going door-to-door and searching vacant cabins. The manhunt was scaled back to 25 officers and one helicopter in the resort town today, according to the San Bernadino Sheriff's Office.

On Saturday, Beck announced he would reopen the investigation into Dorner's firing but said the decision was not made to "appease" the fugitive ex-cop.

"I feel we need to also publicly address Dorner's allegations regarding his termination of employment, and to do so I have directed our Professionals Standards Bureau and my Special Assistant for Constitutional Policing to completely review the Dorner complaint of 2007; To include a re-examination of all evidence and a re-interview of witnesses," Beck said. "We will also investigate any allegations made in his manifesto which were not included in his original complaint."

Dorner is suspected of killing Monica Quan and her fiancé Keith Lawrence last Sunday in their car in the parking lot of their Irvine, Calif., condominium complex. Both were struck with multiple gunshot wounds.

Quan's father, Randal Quan, was a retired captain with the LAPD and attorney who represented Dorner before a police review board that led to Dorner's dismissal from the force in 2008.

On Wednesday, after Dorner was identified as a suspect in the double murder, police believe he ambushed two Riverside police officers, killing one and wounding the other.

The next day, Randal Quan reported he received a taunting call from a man claiming to be Dorner who told him that he "should have done a better job of protecting his daughter," according to court documents documents.

LAPD Reopens Case of Suspected Cop-Killer's Firing

The Los Angeles Police Department announced today it will reopen the case of the firing of Christopher Dorner, but said the decision was not made to "appease" the fugitive former cop suspected of killing three people.

Dorner, a fired and disgruntled former Los Angeles police officer, said in the so-called "manifesto" he released that he was targeting LAPD officials and their families and will keep killing until the truth is known about his case.

"I have no doubt that the law enforcement community will bring to an end the reign of terror perpetrated on our region by Christopher Jordan Dorner and he will be held accountable for his evil actions," LAPD Chief Charlie Beck said in a statement released tonight.

He spoke of the "tremendous strides" the LAPD has made in regaining public trust after numerous scandals, but added: "I am aware of the ghosts of the LAPD's past and one of my biggest concerns is that they will be resurrected by Dorner's allegations of racism within the Department."

To do that, he said, full re-investigation of the case that led to Dorner's firing is necessary.

"I feel we need to also publicly address Dorner's allegations regarding his termination of employment, and to do so I have directed our Professionals Standards Bureau and my Special Assistant for Constitutional Policing to completely review the Dorner complaint of 2007; To include a re-examination of all evidence and a re-interview of witnesses," he said. A man identifying himself as Dorner taunted the father of Monica Quan four days after the former LAPD officer allegedly killed her and just 11 hours after he allegedly killed a police officer in Riverside, Calif., according to court documents obtained by ABC News

A man claiming to be Dorner called Randall Quan and told him that that he "should have done a better job of protecting his daughter," according to the documents.

In his 6,000-word "manifesto," Dorner named Randal Quan, a retired LAPD captain and attorney who represented him before a police review board that led to Dorner's dismissal from the force.

"I never had an opportunity to have a family of my own, I'm terminating yours," Dorner wrote, and directed Quan and other officials to "[l]ook your wives/husbands and surviving children directly in the face and tell them the truth as to why your children are dead."

Monica Quan and her fiancé Keith Lawrence were gunned down last Sunday in their car in the parking of their Irvine, Calif., condominium complex. Both were struck with multiple gunshot wounds.

The call, according to court records, was traced to Vancouver, Wash., but law enforcement officials do not believe Dorner was there at the time at the call.

Dorner is believed to have made the call early Thursday afternoon, less than half a day after he is suspected of killing a police officer and wounding two others early that morning, sparking an unprecedented man hunt involving more than a thousand police officers and federal agents spanning hundreds of miles.

Northeast Shuts Down as Blizzard Batters Millions

A blizzard of possibly historic proportions battered the Northeast Friday into Saturday, and forecasters feared as much as two feet of snow and strong winds could shut down densely populated cities such as New York and Boston, where cars were ordered off the streets.

State officials declared states of emergencies throughout the region, and utilities estimated more than a half-million customers were without power by late Friday night.

Some wondered if the storm could top Boston's all-time single-storm snowfall record of 27.6 inches, set in 2003.

By 9 p.m. Friday, according to the National Weather Service, the storm was spinning off the coast of Long Island, N.Y., and expected to move north-northeastward past New England's coast before its effects tapered off on Saturday afternoon.

"Storm total snowfall accumulations of 1 to 2 feet ... with locally higher amounts are possible across much of the Northeast," the National Weather Service said. "The heaviest snow is forecast to fall across parts of eastern Massachusetts ... Connecticut and Rhode Island where snowfall amounts higher than two feet are possible. In addition to the heavy snowfall ... wind gusts as high as 70 mph are possible ... especially near the coasts."

By 9 p.m. Friday, parts of Connecticut and New York had the highest actual snowfall totals listed by the National Weather Service, with 13 inches measured in Ogdensburg and East Setaukey, N.Y., and Lisbon and North Branford, Conn.

Peak wind gusts included a 71-mph measurement in Buzzards Bay, Mass., the National Weather Service said.

Power outages also were reported across the region. As of 11 p.m. Friday, for instance, approximately 300,000 Massachusetts customers were without power, ABC News station WCVB reported. Utilities also reported approximately 170,000 without power in Rhode Island, 30,000 in Connecticut and nearly 20,000 in New York.

The blizzard conditions came together after a storm from the west joined forces with one from the south to form a nor'easter.

The storm showed the potential for such ferocity that, before it even hit with full force, Massachusetts Gov. Deval Patrick declared a state of emergency Friday afternoon and signed an executive order banning vehicular traffic on roads in his state effective at 4 p.m. ET. It was believed that the last time the state enacted such a ban was during the blizzard of 1978. Violating the ban could result in a penalty of up to a year in jail and a $500 fine.

"[It] could definitely be a historic winter storm for the Northeast," said Adrienne Leptich of the National Weather Service in Upton, N.Y. "We're looking at very strong wind and heavy snow and we're also looking for some coastal flooding."

Airlines began shutting down operations Friday afternoon at major airports in the New York area as well as in Boston, Portland, Maine, Providence, R.I., and other Northeastern airports. By early evening Friday, more than 4,300 flights had been cancelled on Friday and Saturday, according to FlightAware. Airlines hoped to resume flights by Saturday afternoon, though normal schedules were not expected until Sunday.

The snow fell heavily Friday afternoon in New York City. Mayor Michael Bloomberg said clearing the roads was his main concern, and the city readied 1,700 snow plows and 250,000 tons of salt to clear the streets.

New York City was expecting up to 14 inches of snow, which started falling early this morning, though the heaviest amounts were expected to fall at night and into Saturday. Wind gusts of 55 mph were expected in New York City.

"Stay off the city streets. Stay out of your cars and stay at home while the worst of the storm is on us," Bloomberg said Friday.

Connecticut Gov. Dannel P. Malloy declared a state of emergency, deploying National Guard troops across the state to assist in rescues and other emergencies. Schools and state courthouses were closed, and all flights after 1:30 p.m. at Bradley Airport, north of Hartford, Conn., were cancelled. The state's largest utility companies planned for the possibility that 30 percent of customers -- more than 400,000 homes and businesses -- would lose power.

Malloy also directed drivers to stay off the state's major highways.

"Please stay off of 95, 91, 84, Merritt Parkway and any other limited-access road in the state," he said Friday evening.

Boston, Providence, R.I., Hartford, Conn., and other New England cities canceled school today.

"Stay off the streets of our city. Basically, stay home," Boston Mayor Tom Menino warned Thursday.

On Friday, Menino applauded the public's response.

"I'm very pleased with the compliance with the snow emergency," he said. "You drive down some of the roadways, you don't see one car."

Friday evening, Gov. Patrick also applauded the public's cooperation with the statewide vehicle ban, noting the clear roads were helping utility crews get their work done.

"It's been a great, great help and I thank everyone," Patrick said. "I know it's been an imposition."

As of 4:30 p.m. Friday, according to the Department of Defense, 837 National Guard soldiers and airmen under state control had been activated in Connecticut, Massachusetts and New York in anticipation of the storm -- 552 in Massachusetts, 235 in Connecticut and 50 in New York. The extra hands were helping with roadways, transportation, making wellness checks on residents and other emergency services.

Beach erosion and coastal flooding was possible from New Jersey to Long Island, N.Y., and into New England coastal areas. It was feared some waves off the coast could reach more than 20 feet.

Cop Shooting Rampage: Manhunt on Mountain

The truck owned and driven by suspected cop killer Christopher Dorner during his alleged rampage through the Los Angeles area was found deserted and in flames on the side of Bear Mountain, Calif., this afternoon -- with tracks in the snow leading away from the vehicle.

The San Bernadino Sheriff's Department confirmed the truck was Dorner's, but said at a news conference this evening that the tracks around the truck did not lead to him.

Personnel from several departments and teams of dogs continued to search the area near Big Bear Lake, about 80 miles east of Los Angeles, including door-to-door searches of cabins located there, officials said.

Dorner, a former Los Angeles police officer and Navy reservist, remained on the loose.

"He could be anywhere, at this point, and that's why we're searching door to door," San Bernardino County Sheriff John McMahon said.

He added that the search would continue as long as it was possible. However, a snowstorm was forecast for the area.

Dorner was believed to have killed one police officer and injured two others early this morning in Riverside, Calif. He was also accused of killing two civilians on Sunday. And he allegedly released an angry "manifesto" airing grievances against police and warning of coming violence toward cops.

Around 12:45 p.m. PT, police responded to Bear Mountain, where two fires were reported, and set up a staging area in the parking lot of a ski resort. They did not immediately investigate the fires, but heavily armed SWAT team members eventually descended onto Bear Mountain from a helicopter manned with snipers to investigate and reached the truck.

Also today, CNN's Anderson Cooper said Dorner had sent him a package at his New York office that arrived on Feb. 1, though Cooper said he never knew about the package until today. It contained a DVD of court testimony, with a Post-It note signed by Dorner claiming, "I never lied! Here is my vindication."

It also contained a keepsake coin bearing the name of former Los Angeles Police Chief William J. Bratton that came wrapped in duct tape, Cooper said. The duct tape bore the note, "Thanks, but no thanks Will Bratton."

Bratton told Cooper on his program, "Anderson Cooper 360," that he believed he gave Dorner the coin as he was headed overseas for the Navy, Bratton's practice when officers got deployed abroad. Though a picture has surfaced of Bratton, in uniform, and Dorner, in fatigues, shaking hands, Bratton told Cooper he didn't recall Dorner or the meeting.

Police officers across Southern California were on the defensive today, scaling back their public exposure, no longer responding to "barking-dog calls" and donning tactical gear outdoors.

Police departments have stationed officers in tactical gear outside police departments, stopped answering low-level calls and pulled motorcycle patrols off the road in order to protect officers who might be targets of Dorner's alleged rampage.

"We've made certain modifications of our deployments, our deviations today, and I want to leave it at that, and also to our responses," said Chief Sergio Diaz of the police department in Riverside, Calif., where the officers were shot. "We are concentrating on calls for service that are of a high priority, threats to public safety, we're not going to go on barking dog calls today."

Sgt. Rudy Lopez of the Los Angeles Police Department said Dorner is "believed to be armed and extremely dangerous."

Early Thursday morning, before they believe he shot at any police officers, Dorner allegedly went to a yacht club near San Diego, where police say he attempted to steal a boat and flee to Mexico.

He aborted the attempted theft when the boat's propeller became entangled in a rope, law enforcement officials said. It was then that he is believed to have headed to Riverside, where he allegedly shot two police officers.

"He pointed a handgun at the victim [at the yacht club] and demanded the boat," said Lt. David Rohowits of the San Diego Police Department.

Police say the rifle marksman shot at four officers in two incidents overnight, hitting three of them: one in Corona, Calif., and the two in Riverside, Calif.

Armstrong May Testify Under Oath on Doping

Facing a federal criminal investigation and a deadline that originally was tonight to tell all under oath to anti-doping authorities or lose his last chance at reducing his lifetime sporting ban, Lance Armstrong now may cooperate.

His apparent 11th-hour about-face, according to the U.S. Anti Doping Agency (USADA), suggests he might testify under oath and give full details to USADA of how he cheated for so long.

"We have been in communication with Mr. Armstrong and his representatives and we understand that he does want to be part of the solution and assist in the effort to clean up the sport of cycling," USADA CEO Travis T. Tygart said in a written statement this evening. "We have agreed to his request for an additional two weeks to work on details to hopefully allow for this to happen."

Neither Armstrong nor his attorney responded to emails seeking comment on the USADA announcement.

The news of Armstrong's possible and unexpected cooperation came a day after ABC News reported he was in the crosshairs of federal criminal investigators. According to a high-level source, "agents are actively investigating Armstrong for obstruction, witness tampering and intimidation" for allegedly threatening people who dared tell the truth about his cheating.

The case was re-ignited by Armstrong's confession last month to Oprah Winfrey that he doped his way to all seven of his Tour de France titles, telling Winfrey he used performance-enhancing drugs throughout his career and then lied about it. He made the confession after years of vehement denials that he cheated.

If charges are ultimately filed, the consequences of "serious potential crimes" could be severe, ABC News legal analyst Dan Abrams said -- including "possible sentences up to five, 10 years."

Investigators are not concerned with the drug use, but Armstrong's behavior in trying to maintain his secret by allegedly threatening and interfering with potential witnesses.

Armstrong was previously under a separate federal investigation that reportedly looked at drug distribution, conspiracy and fraud allegations -- but that case was dropped without explanation a year ago. Sources at the time said that agents had recommended an indictment and could not understand why the case was suddenly dropped.

"There were plenty of people, even within federal law enforcement, who felt like he was getting preferential treatment," said T.J. Quinn, an investigative reporter with ESPN.

The pressures against Armstrong today are immense and include civil claims that could cost him tens of millions of dollars.

Armstrong is currently serving a lifetime ban in sport handed down by the U.S. Anti-Doping Agency, and today was the deadline he was given to cooperate under oath if he ever wanted the ban lifted.

Lance Armstrong Under Criminal Investigation

Federal investigators are in the midst of an active criminal investigation of disgraced former Tour de France champion Lance Armstrong, ABC News has learned.

The revelation comes in stark contrast to statements made by the U.S. Attorney for Southern California, Andre Birotte, who addressed his own criminal inquiry of Armstrong for the first time publicly on Tuesday. Birotte's office spent nearly two years investigating Armstrong for crimes reportedly including drug distribution, fraud and conspiracy -- only to suddenly drop the case on the Friday before the Super Bowl last year.

Sources at the time said that agents had recommended an indictment and could not understand why the case was suddenly dropped.

Today, a high level source told ABC News, "Birotte does not speak for the federal government as a whole."

According to the source, who agreed to speak on the condition that his name and position were not used because of the sensitivity of the matter, "Agents are actively investigating Armstrong for obstruction, witness tampering and intimidation."

An email to an attorney for Armstrong was not immediately returned.

Earlier Tuesday, during a Department of Justice news conference on another matter, Birotte was confronted with the Armstrong question unexpectedly. The following is a transcript of that exchange:

Q: Mr. Birotte, given the confession of Lance Armstrong to all the things --

Q: -- to all thethings that you, in the end, decided you couldn't bring a case about, can you give us your thoughts on that case now and whether you might take another look at it?

Birotte: We made a decision on that case, I believe, a little over a year ago. Obviously we've been well-aware of the statements that have been made by Mr. Armstrong and other media reports. That has not changed my view at this time. Obviously, we'll consider, we'll continue to look at the situation, but that hasn't changed our view as I stand here today.

The source said that Birotte is not in the loop on the current criminal inquiry, which is being run out of another office.

Armstrong confessed to lying and using performance-enhancing drugs throughout his career in an interview with Oprah Winfrey.

Sarai Sierra's 2 Young Boys Don't Know Mom's Dead

The two young sons of slain New York mom Sarai Sierra are under the impression that their father has gone to Turkey to bring their mother home - alive.

Sierra, whose battered body was found near a highway in Istanbul over the weekend, was the mother of two boys aged 9 and 11.

Steven Sierra, who went to Istanbul in search of his wife after she disappeared nearly two weeks ago, told his children that he was going to Turkey to bring their mom home.

"The father will be speaking to them and it's something that's going to be hard and he's going to be talking to them when he comes back," Betsy Jimenez, the mother of Sarai Sierra, said today during a family news conference.

State Representative Michael Grimm said Steven Sierra's biggest concern is telling his children that mom's not coming home.

"It's going to be the hardest thing he's ever going to have to do in his life," said Grimm, who added that the Staten Island family isn't sure when Steven Sierra will be able to bring home his wife's body.

An autopsy was completed Sunday on Sarai Sierra, 33, but results aren't expected for three months. Turkish officials however said she was killed by at least one fatal blow to her head.

A casket holding the Staten Island mother was carried through alleyways lined with spice and food stalls to a church, where the casket remained on Monday.

Turkish police hope DNA samples from 21 people being questioned in the case will be key to finding the perpetrators, the Associated Press reported, according to state run media.

Earlier this week, it was also reported that Turkish police are speaking to a local man who was supposed to meet Sierra the day she disappeared, but he said she never showed.

After an intense search for Sierra that lasted nearly two weeks, her body was found Saturday near the ruins of some ancient city walls and a highway. Sierra was wearing the same outfit she was seen wearing on surveillance footage taken at a food court and on a street the day she vanished, Istanbul Police Chief Huseyin Capkin said.

Sierra's body was taken to a morgue, Capkin said, and was identified by her husband.

It did not appear she had been raped or was involved in any espionage or trafficking, Capkin said.

Betsy Jimenez said Monday that her family has many unanswered questions such as what happened to her daughter after she left her hotel room to go and take photographs of a famous bridge.

"They're still investigating so they might think it might be a robbery, but they're not sure," said Jimenez.

Sierra, who had traveled to Istanbul on Jan. 7 to practice her photography hobby, was last heard from on Jan. 21, the day she was due to board a flight home to New York City.

Dennis Jimenez, Sierra's father, told reporters Monday that he didn't want her to go on the trip.

"I didn't want her to go. But, she wanted to go because this was an opportunity for her to sightsee and pursue her photography hobby because Turkey was a land rich with culture and ancient history and she was fascinated with that," said Jimenez.

While in Istanbul, Sierra would Skype with her family and friends daily, telling them about how amazing the culture was.

Sierra's best friend Maggie Rodriguez told ABC News that she was forced to pull out of the trip at the last minute because she couldn't afford it. That's why Sierra traveled alone.

Her husband, Steven Sierra, and brother, David Jimenez, traveled to Istanbul last Sunday to meet with American and Turkish officials and push the search forward.

Gun Violence 'Depletes Precious Natural Resource'

It took the mass shooting in Newtown, Connecticut, to prompt lawmakers to call for stricter gun legislation. But the reality is that in a city like Chicago, where 515 murders took place last year and more than 100 shooting incidents have occurred since January 1, gun violence is an ongoing issue and it has been for years. Only, these shootings have become so common that they don't make national headlines.

"We lost a classroom full of children in Connecticut which sparked national outrage that needs to be translated into action, but in Chicago, we sometimes lose a dozen or more young people every weekend," Rep. Luis Gutierrez (D-Illinois), who serves the Chicago area, said in a statement. "Too many bullets and too many guns are killing the next generation and we have got to make it stop."

Gutierrez, like many others, believe that any debate about gun violence shouldn't just take into account mass shootings that make headline news. It should also consider the chronic gun violence that takes place on a daily basis across the U.S.

In Chicago's case, many of the victims are young minorities growing up in poor, gang-ridden neighborhoods on the south and west side of the city.

Just earlier this week a 15-year-old girl who performed at President Barack Obama's recent inauguration was gunned down, The Washington Post reported.

The teen, Hadiya Pendleton, was hanging out in a park with about a dozen other young people when she was shot. Two other victims were reportedly wounded. By all accounts she was in the wrong place at the wrong time. Reports indicate that the gunman was not even aiming at her.

And Pendleton is just the latest example. Chicago police officer Ron Holt lost his son, Blair, to gun violence in the spring of 2007. The 16-year-old was shot and killed while riding a bus after school.

Holt now works with young people in the community, particularly minorities at an increased risk of engaging in dangerous behavior, to encourage them to focus on their education instead of turning to violence.

"I explain to them that if they continue to ascribe to this diabolical idea of resolving conflict with firearms they're depleting the most precious natural resource in the community, and that is them," Holt said.

What's clear is that the root of the gun problem is not just the guns. There are several factors that play a role, many of which are rarely discussed. For example, for minority youth living in urban communities characterized by poverty, violence, particularly gun violence, tends to be chronic. And the groups largely impacted tend to be African American and Hispanic.

A lot of that has to do with acculturation, according to Rahsmia Zatar, executive director of Strong Youth, a gang prevention and intervention organization. There is a sense that it's difficult to move beyond one's cultural sphere.

As a result, minorities often tend to gravitate toward other young minorities in similar situations, and turn to violence to gain a sense of control, however false it really is.

"It's easy to fall victim to feeling a sense of empowerment through violence," Zatar said. "They feel they have limited opportunities and they don't have a sense of 'I can achieve,' [or] that there is something here for me that's better."

According to the 2011 American Community Survey by the U.S. Census Bureau, more than 30 percent of Chicago's African-American population and nearly 27 percent of Hispanics live below the poverty line. Perhaps more importantly, blacks and whites remain largely segregated, with African-Americans making up the vast majority of neighborhoods in the south, and whites comprising most of the north. Latinos are somewhat more mixed, often living in "buffer" communities between blacks and whites, which could exacerbate the pressure to conform to two cultures, neither of which is entirely comfortable.

These various enclaves also suffer from a distinct gang problem. Chicago Police Commissioner Garry McCarthy told Reuters the city is plagued by the breakup of larger more established gangs into new factions that are fighting over everything from turf to money.

Then there's the city's illicit gun issue, which is bigger than New York's or Los Angeles' despite strict laws to limit weapons. Gun shops are actually outlawed in Chicago, as are assault weapons and high-capacity magazines. Handguns were even banned until 2010.

Still, in a place like Chicago it's handguns doing the most damage. According to statistics from the Bureau of Alcohol, Tobacco, Firearms and Explosives, most of the guns they recovered in Illinois were pistols, followed by revolvers and rifles. Machine guns come in a distant sixth.

Why so many guns? Gun laws in neighboring communities are not as strict, and firearms make their way into the city. According to a recent article by The New York Times, officials "seized 7,400 guns [in Chicago] in crimes or unpermitted uses last year (compared with 3,285 in New York City), and have confiscated 574 guns just since Jan. 1 — 124 of them last week alone."

And while Chicago residents are required to report the loss or theft of a handgun, that same law does not apply to all of Illinois, so a stolen firearm could easily make its way into Chicago without the owner ever reporting it missing.

The dynamics created in poor minority communities like those in Chicago combined with the sheer number of guns that make their way into such a city bear out in the overall statistics.

According to the Bureau of Justice's National Crime Victimization Survey, African Americans were disproportionately represented among homicide victims and offenders between 1980 and 2008. They were six times more likely than whites to be homicide victims and seven times more likely than whites to commit homicides.

Latinos don't fare much better. According to the National Council of La Raza, the nation's largest Hispanic advocacy organization, "Today in America, every three hours a young person is killed by firearm violence. Every 14 hours, that teen or child is Latino."

Young Latinos are especially likely to be impacted by gang violence in places like Chicago. Nationally, Hispanics are also more likely than non-Hispanics to be victims of violent crimes committed by gang members.

The impact of guns on the Latino community may explain why they're inclined to favor increased gun control. According to the Pew Research Center, while 57 percent of whites think it's more important to protect the rights of Americans to own guns than to protect gun ownership, only 29 percent of Latinos feel the same way.

Holt would certainly like to see something change. Several days after his son was killed, he received a voicemail. It was then-Senator Barack Obama. The young lawmaker had called Holt to express his condolences and to promise that if there was anything he could do in the future to help curb gun violence, he was prepared to do it. The two never spoke on the phone, but Holt remembers the message.
